The Vapor Density comparisons are only valid when the fuel escaping is at exactly the same temperature since the bordering air alone. If your chemical is escaping from a container where it was pressurized or refrigerated, it may well first escape and behave as a significant gas and sink in the air (even though it has a Vapor Density value under 1).
